ATIS for bdr does not carry the NOTAM for the 'terminal area' as required by ATIS procedures. The abutting class D airspace (jsd) is normally class G on this day. Mar/xa/99 they have issued a NOTAM indicating that they will be class D on this day. This means that camouflaged heavy helicopters may be conducting flight test operations in the airspace that abuts the bdr class D airspace and the bdr tower is not advising bdr traffic as required by ATIS procedure. What does it take to make this safety of flight change to the ATIS? An near midair collision or a midair?

Title: A PA28-161 CFI COMPLAINT REGARDING THE OMISSION OF THE STATUS OF THE JSD ARPT ON THE BDR ATIS BROADCAST.

Narrative: ATIS FOR BDR DOES NOT CARRY THE NOTAM FOR THE 'TERMINAL AREA' AS REQUIRED BY ATIS PROCS. THE ABUTTING CLASS D AIRSPACE (JSD) IS NORMALLY CLASS G ON THIS DAY. MAR/XA/99 THEY HAVE ISSUED A NOTAM INDICATING THAT THEY WILL BE CLASS D ON THIS DAY. THIS MEANS THAT CAMOUFLAGED HVY HELIS MAY BE CONDUCTING FLT TEST OPS IN THE AIRSPACE THAT ABUTS THE BDR CLASS D AIRSPACE AND THE BDR TWR IS NOT ADVISING BDR TFC AS REQUIRED BY ATIS PROC. WHAT DOES IT TAKE TO MAKE THIS SAFETY OF FLT CHANGE TO THE ATIS? AN NMAC OR A MIDAIR?
