Narrative:
Military exercise, feb/xa/99 to mar/xb/99. Quick thrust MOA's activated with multi-nation, multi-military operation. Quick thrust MOA's and procedures not briefed. Quick thrust MOA's not detected on sav radar maps. ATC specialists are unable to legally separate non participating traffic from these 'alleged' areas. Net result was unsafe proximity of acrs, air taxi, GA and military aircraft (non participating) to a live fire military operation.

Narrative: MIL EXERCISE, FEB/XA/99 TO MAR/XB/99. QUICK THRUST MOA'S ACTIVATED WITH MULTI-NATION, MULTI-MIL OP. QUICK THRUST MOA'S AND PROCS NOT BRIEFED.
