Narrative:
ATC gave us clearance to cross rbv at 8000 ft. Descending through 11000 ft, TCASII TA indicated traffic 12 O'clock, 100 ft below us and descending. At 10300 ft, TCASII RA then commanded a climb. We returned to 11000 ft as traffic passed blow us in opposite direction at 10000 ft.

Title: FLC OF A FOKKER 100 STOPPED DSCNT ON STAR ARR IN RESPONSE TO A TCASII RA AND OBSERVED A BEECH 1900 AIRLINER COMMUTER 1000 FT BELOW AND OFF TO THE SIDE GOING IN THE OPPOSITE DIRECTION.
Narrative: ATC GAVE US CLRNC TO CROSS RBV AT 8000 FT. DSNDING THROUGH 11000 FT, TCASII TA INDICATED TFC 12 O'CLOCK, 100 FT BELOW US AND DSNDING. AT 10300 FT, TCASII RA THEN COMMANDED A CLB. WE RETURNED TO 11000 FT AS TFC PASSED BLOW US IN OPPOSITE DIRECTION AT 10000 FT.
