Narrative:
The phoenix digital ATIS and for that matter all digital ATIS broadcast are of poor quality and very difficult to understand. I feel they are a hazard to safety because the poor audio quality adds a complication factor to air crews at a critical time when the last thing they need is the distraction of not being able to absolutely/clearly understand the critical to safety of flight information being transmitted on the ATIS.
