Narrative:
Clearance was to cross a fix (blm VOR) at or above 15000 ft with descent to 12000 ft. Subsequent clearance was direct to ekron, bypassing clearance fix (blm). Since altitude restr was not restated with clearance direct to new fix, I ignored the 15000 ft at or above at blm, since we were not going to blm, and descended to 12000 ft. Approach said after passing north of blm VOR at approximately 13500 ft that they wanted blm VOR at or above 15000 ft. I apologized, he said no problem, but he should have reissued a new restr with the new clearance. I think that many times controllers forget to reissue, and in the future I will always ask for a clarification on the old altitude restr.

Title: ACFT WAS CLRED DIRECT TO A FIX WHICH REMOVED A XING RESTR. THE CTLING AGENCY DID NOT REINSTATE THE RESTR WITH THE NEW CLRNC.

APCH SAID AFTER PASSING N OF BLM VOR AT APPROX 13500 FT THAT THEY WANTED BLM VOR AT OR ABOVE 15000 FT. I APOLOGIZED, HE SAID NO PROB, BUT HE SHOULD HAVE REISSUED A NEW RESTR WITH THE NEW CLRNC. I THINK THAT MANY TIMES CTLRS FORGET TO REISSUE, AND IN THE FUTURE I WILL ALWAYS ASK FOR A CLARIFICATION ON THE OLD ALT RESTR.
