Narrative:
I was working as an operations maintenance position. Aircraft xyz came in with antiskid fail light. This problem goes back to feb/99. On mar/xa/99 aircraft landed in lax with tower reporting smoking tires. Maintenance changed aircraft tires for damage to #1, #2, and #3 main tires, changed some antiskid parts, returned to service. Aircraft came to ZZZ with antiskid fail light consistent with past maintenance. Right&east mechanic tested system, but deferred for time and safety. Aircraft improperly deferred for several mins, due to MEL did not fully print out all elements to complete deferral. Was printed 30 seconds later and gate mechanic caught discrepancy. Right&east mechanic completed proper procedure. Plane never left gate. I, as maintenance operations position, write internal reports called meters to explain to management maintenance delays. I wrote a short report that expressed a concern that the proper maintenance had not solved this problem that was more serious than some less interested parties would like to believe. For unknown reason, a shift manager changed this report and left out any of the serious safety concerns.

Title: AN INTERNAL RPT ON A B737-500 ACFT WITH A CHRONIC ANTISKID SYS AND ABOUT THE FAILURE TO STOP THE ACFT FOR A POSITIVE FIX TO INSURE SAFE OP WAS ALTERED BY THE RPTR'S SHIFT MGR.
Narrative: I WAS WORKING AS AN OPS MAINT POS. ACFT XYZ CAME IN WITH ANTISKID FAIL LIGHT. THIS PROB GOES BACK TO FEB/99. ON MAR/XA/99 ACFT LANDED IN LAX WITH TWR RPTING SMOKING TIRES. MAINT CHANGED ACFT TIRES FOR DAMAGE TO #1, #2, AND #3 MAIN TIRES, CHANGED SOME ANTISKID PARTS, RETURNED TO SVC. ACFT CAME TO ZZZ WITH ANTISKID FAIL LIGHT CONSISTENT WITH PAST MAINT.
