Narrative:

I was flying south near the parks highway and as I proceeded, the ceiling and visibility deteriorated gradually to where I turned back north and flew approximately 5 mi north when I was unable to continue north because the ceiling and visibility were down to zero! This was due to snow and clouds. So I turned back south and continued south along the highway. As I traveled south, the road was winding and I crossed it a few times and on 2 occasions, I was within 600-800 ft of a vehicle. After about 10 more mi south, the ceiling and visibility went back to approximately 5000 ft overcast with 50 mi. There was nothing I could have done. The WX closed in behind me!

Title: PLT OF AN SEL SMA FLEW NEAR OR BELOW THE LEGAL MSA IN ATTEMPTING TO AVOID FLYING INTO CLOUDS DURING A SNOW STORM WHEN HE CROSSED OVER VEHICLES ON A HWY BENEATH HIS FLT PATH.

AS I TRAVELED S, THE ROAD WAS WINDING AND I CROSSED IT A FEW TIMES AND ON 2 OCCASIONS, I WAS WITHIN 600-800 FT OF A VEHICLE. AFTER ABOUT 10 MORE MI S, THE CEILING AND VISIBILITY WENT BACK TO APPROX 5000 FT OVCST WITH 50 MI. THERE WAS NOTHING I COULD HAVE DONE. THE WX CLOSED IN BEHIND ME!
