Narrative:
On mar/xa/99 I was the captain on air carrier flight XXX, a regularly scheduled flight from hobbs, NM, to albuquerque, NM, with an intermediate stop at clovis, NM. Schedule departure time from hobbs XX50. Arrival time in clovis XX35. Just before departure time I was on the phone with a dispatcher discussing the WX in clovis. We both concurred that the WX was good enough to depart for clovis. The release came through and I departed, 5 mins late at XX55. On arrival at clovis the WX reported by AWOS was 500 ft overcast and 1 mi visibility. I received clearance from ZAB to execute the localizer runway 4 approach at clovis. The approach and runway lights were acquired about 2 mi from the airport at about 500 ft AGL. 3 radio calls were made on the unicom frequency during the approach with no response. I continued to a landing on a freshly plowed runway 4. On arrival at the terminal ramp at XX45, a gentleman, who did not identify himself, asked if we read NOTAMS. He then proceeded to state that the airport had been closed by NOTAM at XX05. He then talked to the first officer telling him that he heard our radio calls and then left with no further comment. I later found out that he was the airport manager. I boarded the passenger and departed the ramp for albuquerque at XX55. Before takeoff, I ascertained via unicom that the runway plowing was completed and no equipment was on the runway. Again no mention of the airport being closed. I departed for albuquerque at XX05. Occurrences of this nature could be eliminated by better communication from airport management to airport users. The NOTAM system does not ensure that all users will get all information.

HE THEN PROCEEDED TO STATE THAT THE ARPT HAD BEEN CLOSED BY NOTAM AT XX05. HE THEN TALKED TO THE FO TELLING HIM THAT HE HEARD OUR RADIO CALLS AND THEN LEFT WITH NO FURTHER COMMENT. I LATER FOUND OUT THAT HE WAS THE ARPT MGR. I BOARDED THE PAX AND DEPARTED THE RAMP FOR ALBUQUERQUE AT XX55. BEFORE TKOF, I ASCERTAINED VIA UNICOM THAT THE RWY PLOWING WAS COMPLETED AND NO EQUIP WAS ON THE RWY. AGAIN NO MENTION OF THE ARPT BEING CLOSED. I DEPARTED FOR ALBUQUERQUE AT XX05. OCCURRENCES OF THIS NATURE COULD BE ELIMINATED BY BETTER COM FROM ARPT MGMNT TO ARPT USERS. THE NOTAM SYS DOES NOT ENSURE THAT ALL USERS WILL GET ALL INFO.
