Narrative:

Level at 10000 ft. Received climb to 15000 ft. Saw traffic on TCASII descending from 11000 ft. Started climb on VNAV. TCASII advised 'descend.' copilot observed MD80 at 2 O'clock. TCASII indicated altitude of 10400 ft and descending. Our altitude 10200 ft when TCASII advised 'increase descent.' continued down to 9200 ft before 'clear of conflict.' other aircraft also descended. Advised controller. I had only become the PF moments earlier. The copilot had been hand flying and looking directly into the sun. Just 800 ft before leveling at 10000 ft, he abruptly announced 'you've got it.' surprised, I attempted to regain my composure and got the climb stopped at 10180 ft. And all this while under the watchful eye of an FAA air carrier inspector on the jumpseat.
