Narrative:
I was flying over a sparsely populated beach on the oregon coast. I was flying at approximately 50 ft AGL staying clear of manmade objects and people by 500 ft as specified by FAA 91.199C. I could safely land at all times. I did touch down on the beach on 2 occasions. I believe my flight was within far 91.119C at all times. The aircraft was never operated in a dangerous manner. During the flight I was photographed by a policeman in a vehicle. Callback conversation with reporter revealed the following information: reporter stated that he had not heard from any government agency regarding this flight. He stated that he did make touch-and-go lndgs in a clear area on the beach. He had observed the police officer taking photos on the beach area as he flew by offshore 50 ft over the water.

Title: PLT OF A PIPER J3 CUB MADE 2 LNDGS AND FLEW AT 50 FT OVER A SPARSELY POPULATED OCEAN BEACH RESULTING IN A POLICE OFFICER TAKING PHOTOS OF HE AND HIS ACFT.
Narrative: I WAS FLYING OVER A SPARSELY POPULATED BEACH ON THE OREGON COAST. I WAS FLYING AT APPROX 50 FT AGL STAYING CLR OF MANMADE OBJECTS AND PEOPLE BY 500 FT AS SPECIFIED BY FAA 91.199C. I COULD SAFELY LAND AT ALL TIMES. I DID TOUCH DOWN ON THE BEACH ON 2 OCCASIONS. I BELIEVE MY FLT WAS WITHIN FAR 91.119C AT ALL TIMES. THE ACFT WAS NEVER OPERATED IN A DANGEROUS MANNER. DURING THE FLT I WAS PHOTOGRAPHED BY A POLICEMAN IN A VEHICLE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE HAD NOT HEARD FROM ANY GOV AGENCY REGARDING THIS FLT. HE STATED THAT HE DID MAKE TOUCH-AND-GO LNDGS IN A CLR AREA ON THE BEACH. HE HAD OBSERVED THE POLICE OFFICER TAKING PHOTOS ON THE BEACH AREA AS HE FLEW BY OFFSHORE 50 FT OVER THE WATER.
