Narrative:
During descent to hoagi (10000 ft and 250 KTS required), we experienced a speed brake failure upon commanded retraction. The right side did not stow. In the midst of vectors, and completion of checklists, and controling the aircraft, we missed the altitude restr by 2000 ft, crossing at 12000 ft instead of the required 10000 ft.

Title: AN EMBRAER 145 ON DSCNT EXPERIENCED THE R SIDE SPD BRAKES FAILING TO STOW.
Narrative: DURING DSCNT TO HOAGI (10000 FT AND 250 KTS REQUIRED), WE EXPERIENCED A SPD BRAKE FAILURE UPON COMMANDED RETRACTION. THE R SIDE DID NOT STOW. IN THE MIDST OF VECTORS, AND COMPLETION OF CHKLISTS, AND CTLING THE ACFT, WE MISSED THE ALT RESTR BY 2000 FT, XING AT 12000 FT INSTEAD OF THE REQUIRED 10000 FT.
