Arriving aircraft cleared to land runway 24R. Departing aircraft (same commercial carrier) cleared for takeoff runway 24R. Arriving aircraft on short final, departing aircraft not yet to position. ATC did not instruct departing aircraft to expedite departure. Captain (PNF) expressed concern about situation. First officer (PF) called altitudes and states intentions ('continuing'). Departing aircraft rotated 1-3 seconds before arriving aircraft touched down. No margin for error if departing aircraft had rejected takeoff. Captain notified tower 'that was pretty close.' ATC offered supervisor's telephone number (declined) and call sign of departing aircraft.
