Narrative:
GPS approach. Passed missed approach because ground environment in sight, airport in sight. Executed circling approach, but due to cloud bank, went below circle minimums -- although technically VFR was still on IFR flight plan. Because of mountainous terrain, all quadrants chose to descend below minimums to keep airport in sight. Still above pattern altitude and still VFR, though. Judgement call which technically might have been an altitude bust.
