Narrative:

We were dispatched to fly a flight from bogata, columbia (skbo) to quito, ecudor (sequ). Apparently one of the vors serving quito (qms) was OTS. To the best of my knowledge, we were not advised of this fact. It turns out company operations specifications prohibited entry into quito with qms OTS. The flight proceeded without incident. New procedures have subsequently been published to allow to navigation into quito without the need for qms VOR.

Narrative: WE WERE DISPATCHED TO FLY A FLT FROM BOGATA, COLUMBIA (SKBO) TO QUITO, ECUDOR (SEQU). APPARENTLY ONE OF THE VORS SERVING QUITO (QMS) WAS OTS. NEW PROCS HAVE SUBSEQUENTLY BEEN PUBLISHED TO ALLOW TO NAV INTO QUITO WITHOUT THE NEED FOR QMS VOR.
