Narrative:
We were dispatched to fly a flight from bogata, columbia (skbo) to quito, ecudor (sequ). Apparently one of the vors serving quito (qms) was OTS. To the best of my knowledge, we were not advised of this fact. It turns out company operations specifications prohibited entry into quito with qms OTS. The flight proceeded without incident. New procedures have subsequently been published to allow to navigation into quito without the need for qms VOR.

Title: ACR FLT DISPATCHED TO A DEST WHERE THE ACR'S FAA APPROVED OPS SPECS REQUIRED A CERTAIN VOR BE IN SVC. THE REQUIRED VOR WAS OTS.
Narrative: WE WERE DISPATCHED TO FLY A FLT FROM BOGATA, COLUMBIA (SKBO) TO QUITO, ECUDOR (SEQU). APPARENTLY ONE OF THE VORS SERVING QUITO (QMS) WAS OTS. TO THE BEST OF MY KNOWLEDGE, WE WERE NOT ADVISED OF THIS FACT. IT TURNS OUT COMPANY OPS SPECS PROHIBITED ENTRY INTO QUITO WITH QMS OTS. THE FLT PROCEEDED WITHOUT INCIDENT. NEW PROCS HAVE SUBSEQUENTLY BEEN PUBLISHED TO ALLOW TO NAV INTO QUITO WITHOUT THE NEED FOR QMS VOR.
