Narrative:
Flight to bog-uio was dispatched with the qms VOR OTS. There was conflicting documentation as to the legality of this procedure. I was unaware of the discrepancy.

Title: A DISPATCHER RPTS THAT AN ACR ACFT WAS DISPATCHED TO A FOREIGN ARPT AGAINST THE AIRLINE'S OPERATING SPECS.
Narrative: FLT TO BOG-UIO WAS DISPATCHED WITH THE QMS VOR OTS. THERE WAS CONFLICTING DOCUMENTATION AS TO THE LEGALITY OF THIS PROC. I WAS UNAWARE OF THE DISCREPANCY.
