Narrative:
Qms VOR was notamed OTS. In our special departure pages, it states that the B737-700 and B737-800 may operate in and out of quito with the qms VOR inoperative. I (and 31 other pilots who operated in and out of quito in this time period) were informed that our operations specifications had not been changed to agree, and still required qms operational for all types. The operations specifications are not easily available. In the future, one would hope these documents would agree with one another.

Title: B737 CREW INDICATES QMS VOR NOTAMED OTS.
Narrative: QMS VOR WAS NOTAMED OTS. IN OUR SPECIAL DEP PAGES, IT STATES THAT THE B737-700 AND B737-800 MAY OPERATE IN AND OUT OF QUITO WITH THE QMS VOR INOP. I (AND 31 OTHER PLTS WHO OPERATED IN AND OUT OF QUITO IN THIS TIME PERIOD) WERE INFORMED THAT OUR OPS SPECS HAD NOT BEEN CHANGED TO AGREE, AND STILL REQUIRED QMS OPERATIONAL FOR ALL TYPES. THE OPS SPECS ARE NOT EASILY AVAILABLE. IN THE FUTURE, ONE WOULD HOPE THESE DOCUMENTS WOULD AGREE WITH ONE ANOTHER.
