Narrative:
On apr/xa/99 approximately XA40 shift change, I was approached by a mechanic wanting to sell the installation of the #1 engine fuel control on aircraft xyz in hangar Y. I inspected the fuel control installation per air carrier paperwork per mechanic. Everything disturbed was on the inboard side of the engine. No mention of disturbing any control cables on outboard side of engine. Aircraft had an in-flight shutdown. Outboard control cable came apart, not safetied. No mention on non routine. I bought off nothing other than changing the fuel control and mechanic left area after briefing me of work he accomplished. Another shift mechanic assisted me with tools to wench check fuel lines. Engine was changed and aircraft back in service. Air carrier is conducting an investigation. I believe first mechanic broke into the outboard push pull cables and did not safety the turn barrel. He forgot to inform relief mechanic of the maintenance done. I took his word that he worked only on inboard side. I feel more detailed procedure in the air carrier paperwork and signoff boxes and document what is done.
