Narrative:

The problem arose on the climb out from isw. There was moderate turbulence and strong winds in the area and I was concentrating on maintaining positive control of the aircraft. My on course heading was 210 degrees. I departed runway 2 from isw and exited the pattern VFR with a left 45 degree turn. I called ZMP to pick up my IFR clearance. A few mins later center came on and asked me if I was familiar with the restr area and the MOA that was hot. I told him I was unfamiliar with the area and that I was unaware that it was hot. I received a WX briefing several hours earlier and I did not ask the briefer if there was a MOA and restr airspace in the area and if it was hot, neither did he tell me about this. The center controller suggested that I turn southeast to avoid the restr area. I turned to a heading of 120 degrees. Center then stated that he would have to wait until I was clear of the military airspace to give me my IFR clearance. I'm not sure if he was referring to the MOA or the restr area so I flew 120 degrees and maintained VFR until I received my IFR clearance. I didn't think I was in the restr area. I thought I was about 3 mi east of it but I'm not sure. When the controller asked me about the airspace I should have been more familiar with it. In conclusion, I believe this type of occurrence can be avoided in the future by me: 1) I need to be more familiar with the airspace surrounding the unfamiliar airports I fly into. 2) I need to specifically ask the FSS briefer about any special use airspace along my route of flight if they don't volunteer the information. 3) I need to verify any and all confusion that I might have with anything a controller says or asks me. These things will help me to be a more proficient, professional pilot. If I did violate the airspace, I didn't mean to, and I have learned a valuable lesson from this unpleasant experience.

Title: A CHARTER PLT IS VECTORED AWAY FROM A 'HOT' RESTR AREA BY ZMP JUST PRIOR TO ENTERING R-6904A, SW OF ISW, WI.

Narrative: THE PROB AROSE ON THE CLB OUT FROM ISW. THERE WAS MODERATE TURB AND STRONG WINDS IN THE AREA AND I WAS CONCENTRATING ON MAINTAINING POSITIVE CTL OF THE ACFT. MY ON COURSE HDG WAS 210 DEGS. A FEW MINS LATER CTR CAME ON AND ASKED ME IF I WAS FAMILIAR WITH THE RESTR AREA AND THE MOA THAT WAS HOT. I TOLD HIM I WAS UNFAMILIAR WITH THE AREA AND THAT I WAS UNAWARE THAT IT WAS HOT. I RECEIVED A WX BRIEFING SEVERAL HRS EARLIER AND I DID NOT ASK THE BRIEFER IF THERE WAS A MOA AND RESTR AIRSPACE IN THE AREA AND IF IT WAS HOT, NEITHER DID HE TELL ME ABOUT THIS. THE CTR CTLR SUGGESTED THAT I TURN SE TO AVOID THE RESTR AREA. I TURNED TO A HDG OF 120 DEGS. CTR THEN STATED THAT HE WOULD HAVE TO WAIT UNTIL I WAS CLR OF THE MIL AIRSPACE TO GIVE ME MY IFR CLRNC. I'M NOT SURE IF HE WAS REFERRING TO THE MOA OR THE RESTR AREA SO I FLEW 120 DEGS AND MAINTAINED VFR UNTIL I RECEIVED MY IFR CLRNC. I DIDN'T THINK I WAS IN THE RESTR AREA. I THOUGHT I WAS ABOUT 3 MI E OF IT BUT I'M NOT SURE. WHEN THE CTLR ASKED ME ABOUT THE AIRSPACE I SHOULD HAVE BEEN MORE FAMILIAR WITH IT. IN CONCLUSION, I BELIEVE THIS TYPE OF OCCURRENCE CAN BE AVOIDED IN THE FUTURE BY ME: 1) I NEED TO BE MORE FAMILIAR WITH THE AIRSPACE SURROUNDING THE UNFAMILIAR ARPTS I FLY INTO. 2) I NEED TO SPECIFICALLY ASK THE FSS BRIEFER ABOUT ANY SPECIAL USE AIRSPACE ALONG MY RTE OF FLT IF THEY DON'T VOLUNTEER THE INFO. 3) I NEED TO VERIFY ANY AND ALL CONFUSION THAT I MIGHT HAVE WITH ANYTHING A CTLR SAYS OR ASKS ME. THESE THINGS WILL HELP ME TO BE A MORE PROFICIENT, PROFESSIONAL PLT. IF I DID VIOLATE THE AIRSPACE, I DIDN'T MEAN TO, AND I HAVE LEARNED A VALUABLE LESSON FROM THIS UNPLEASANT EXPERIENCE.
