Narrative:
I was the first officer on a flight from bos to abe. The tower controller cleared us to land and everything proceeded normally. At about 1 mi from the landing threshold, we noticed a bright light illuminate on the surface. Almost immediately after the light illuminated, the light beam was aimed right at our aircraft, and the beam swept through our cockpit 3 times. As we descended further, I idented that the beam was emitting from a vehicle parked along a road near the approach end of the runway. A normal landing was executed and we informed the tower about this occurrence. Although this incident didn't cause a mishap, there is a potential dangerous distraction if this type of event continues to occur, especially during the high workload phase of approach and landing.
Original NASA ASRS Text
Title: DH8 FLC TEMPORARILY BLINDED BY SPOTLIGHT FROM GND.
Narrative: I WAS THE FO ON A FLT FROM BOS TO ABE. THE TWR CTLR CLRED US TO LAND AND EVERYTHING PROCEEDED NORMALLY. AT ABOUT 1 MI FROM THE LNDG THRESHOLD, WE NOTICED A BRIGHT LIGHT ILLUMINATE ON THE SURFACE. ALMOST IMMEDIATELY AFTER THE LIGHT ILLUMINATED, THE LIGHT BEAM WAS AIMED RIGHT AT OUR ACFT, AND THE BEAM SWEPT THROUGH OUR COCKPIT 3 TIMES. AS WE DSNDED FURTHER, I IDENTED THAT THE BEAM WAS EMITTING FROM A VEHICLE PARKED ALONG A ROAD NEAR THE APCH END OF THE RWY. A NORMAL LNDG WAS EXECUTED AND WE INFORMED THE TWR ABOUT THIS OCCURRENCE. ALTHOUGH THIS INCIDENT DIDN'T CAUSE A MISHAP, THERE IS A POTENTIAL DANGEROUS DISTR IF THIS TYPE OF EVENT CONTINUES TO OCCUR, ESPECIALLY DURING THE HIGH WORKLOAD PHASE OF APCH AND LNDG.
