Narrative:
Pilot (observing pilot, another airline) requested jump seat. He presented proper identify. I told him he could situation in back if he liked and he proceeded to passenger cabin. He did not appear to be intoxicated. During flight to dal, flight attendant stated that he kept standing up and making sexual comments and began touching flight attendants #2 and #3 inappropriately. Dallas resolution complaint control center was notified and met aircraft along with dallas police. The flight attendant later stated that he appeared to be intoxicated. Callback conversation with reporter revealed the following information: the reporter stated that the jump seating pilot was from another airline, and showed his proper identify while the captain was in his jump seat, therefore he wasn't close enough to smell the alcohol on the jump seater's breath. The reporter stated that the observer was in the galley when the seatbelt sign was on and refused to situation down. In the galley, the pilot was sexually grabbing the flight attendants. The reporter doesn't think the flight attendants had ever served him liquor, but was intoxicated when he boarded. Dallas police and the FAA met the flight. The FAA immediately took his license away, and charges were filed.

Title: PLT RPT ON INTOXICATED JUMP SEATING PLT IN CABIN.
Narrative: PLT (OBSERVING PLT, ANOTHER AIRLINE) REQUESTED JUMP SEAT. HE PRESENTED PROPER IDENT. I TOLD HIM HE COULD SIT IN BACK IF HE LIKED AND HE PROCEEDED TO PAX CABIN. HE DID NOT APPEAR TO BE INTOXICATED. DURING FLT TO DAL, FLT ATTENDANT STATED THAT HE KEPT STANDING UP AND MAKING SEXUAL COMMENTS AND BEGAN TOUCHING FLT ATTENDANTS #2 AND #3 INAPPROPRIATELY. DALLAS RESOLUTION COMPLAINT CTL CTR WAS NOTIFIED AND MET ACFT ALONG WITH DALLAS POLICE. THE FLT ATTENDANT LATER STATED THAT HE APPEARED TO BE INTOXICATED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE JUMP SEATING PLT WAS FROM ANOTHER AIRLINE, AND SHOWED HIS PROPER IDENT WHILE THE CAPT WAS IN HIS JUMP SEAT, THEREFORE HE WASN'T CLOSE ENOUGH TO SMELL THE ALCOHOL ON THE JUMP SEATER'S BREATH. THE RPTR STATED THAT THE OBSERVER WAS IN THE GALLEY WHEN THE SEATBELT SIGN WAS ON AND REFUSED TO SIT DOWN. IN THE GALLEY, THE PLT WAS SEXUALLY GRABBING THE FLT ATTENDANTS. THE RPTR DOESN'T THINK THE FLT ATTENDANTS HAD EVER SERVED HIM LIQUOR, BUT WAS INTOXICATED WHEN HE BOARDED. DALLAS POLICE AND THE FAA MET THE FLT.
