Narrative:
We (aircraft X) were flying the river visual to runway 18 at dca. We were on tower frequency 119.1. Our call sign was air carrier XXXX. When under 1000 ft AGL, another air carrier flight (aircraft Y) on the ground asked tower if they were hearing the emergency call on the frequency. Tower said no. We didn't hear anything either. The other air carrier said it was very weak and they were saying, 'emergency, emergency, don't let XXXX land.' at this point we were about 300 ft AGL and decided to go around simultaneously with tower instructing us to go around. When we changed to approach frequency, the controller said they had a similar problem last week. We came back around and landed uneventfully. Apparently, another air carrier flight on the ground heard the call as well. Callback conversation with reporter revealed the following information: reporter has not flown into dca since incident and is not aware if other company pilots have encountered a like incident. A dca specialist advised that he is aware of at least 3 similar incidents within the last 3 months. Coordination has been effected with the appropriate enforcement offices and action has been initiated.
Original NASA ASRS Text
Title: MD80 EXECUTED A MISSED APCH WHEN ADVISED OF XMISSION, FROM AN UNKNOWN ORIGIN, HEARD BY AN ACR ON THE RAMP ADVISING 'EMER, EMER, DON'T LET XXX LAND.' NEITHER TWR NOR MD80 HEAR XMISSION.
Narrative: WE (ACFT X) WERE FLYING THE RIVER VISUAL TO RWY 18 AT DCA. WE WERE ON TWR FREQ 119.1. OUR CALL SIGN WAS ACR XXXX. WHEN UNDER 1000 FT AGL, ANOTHER ACR FLT (ACFT Y) ON THE GND ASKED TWR IF THEY WERE HEARING THE EMER CALL ON THE FREQ. TWR SAID NO. WE DIDN'T HEAR ANYTHING EITHER. THE OTHER ACR SAID IT WAS VERY WEAK AND THEY WERE SAYING, 'EMER, EMER, DON'T LET XXXX LAND.' AT THIS POINT WE WERE ABOUT 300 FT AGL AND DECIDED TO GO AROUND SIMULTANEOUSLY WITH TWR INSTRUCTING US TO GO AROUND. WHEN WE CHANGED TO APCH FREQ, THE CTLR SAID THEY HAD A SIMILAR PROB LAST WK. WE CAME BACK AROUND AND LANDED UNEVENTFULLY. APPARENTLY, ANOTHER ACR FLT ON THE GND HEARD THE CALL AS WELL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR HAS NOT FLOWN INTO DCA SINCE INCIDENT AND IS NOT AWARE IF OTHER COMPANY PLTS HAVE ENCOUNTERED A LIKE INCIDENT. A DCA SPECIALIST ADVISED THAT HE IS AWARE OF AT LEAST 3 SIMILAR INCIDENTS WITHIN THE LAST 3 MONTHS. COORD HAS BEEN EFFECTED WITH THE APPROPRIATE ENFORCEMENT OFFICES AND ACTION HAS BEEN INITIATED.
