Narrative:

Approach cleared us for a visual approach to runway 31L at jfk approaching from the west. We received a relayed handoff to tower, at which time a B767 taxied onto the runway and began takeoff roll. We were 500 ft AGL. After some hesitation, the tower controller instructed us to go around and fly runway heading. At this point the departing aircraft had lifted off and we were over the runway. Instinctively we began a left turn to the south and questioned ATC about an altitude assignment (twice). After some hesitation, we were assigned a turn to the south and 2000 ft. I believe the tower controller was not aware of our proximity to the threshold when he cleared the B767 for takeoff. He was caught by surprise and issued missed approach instructions which conflicted with the departing aircraft. I believe early morning, low workload, and lack of communication between the approach and tower controllers created a dangerous situation.

Title: TWR CTLR CLRED A B767 FOR TKOF WHEN RPTR IN AN MDT TURBOPROP WAS ON SHORT FINAL. TWR CTLR SENT RPTR'S ACFT AROUND RIGHT OVER THE DEPARTING B767 SO RPTR'S CAPT TURNED AWAY FROM THE RWY TO ASSURE SEPARATION AS THE B767 CLBED OUT.

Narrative: APCH CLRED US FOR A VISUAL APCH TO RWY 31L AT JFK APCHING FROM THE W. WE RECEIVED A RELAYED HDOF TO TWR, AT WHICH TIME A B767 TAXIED ONTO THE RWY AND BEGAN TKOF ROLL. WE WERE 500 FT AGL. AFTER SOME HESITATION, THE TWR CTLR INSTRUCTED US TO GO AROUND AND FLY RWY HDG. AT THIS POINT THE DEPARTING ACFT HAD LIFTED OFF AND WE WERE OVER THE RWY. INSTINCTIVELY WE BEGAN A L TURN TO THE S AND QUESTIONED ATC ABOUT AN ALT ASSIGNMENT (TWICE). AFTER SOME HESITATION, WE WERE ASSIGNED A TURN TO THE S AND 2000 FT. I BELIEVE THE TWR CTLR WAS NOT AWARE OF OUR PROX TO THE THRESHOLD WHEN HE CLRED THE B767 FOR TKOF. HE WAS CAUGHT BY SURPRISE AND ISSUED MISSED APCH INSTRUCTIONS WHICH CONFLICTED WITH THE DEPARTING ACFT. I BELIEVE EARLY MORNING, LOW WORKLOAD, AND LACK OF COM BTWN THE APCH AND TWR CTLRS CREATED A DANGEROUS SIT.
