Narrative:
On mar/xa/98 the sale of the ZZZ, us, operation of abc air carrier was completed. The new owner of the operation is xyz. The information provided the director of operation, the director of maintenance and the ZZZ maintenance supervisor was that all manuals, forms personnel and procedures would remain in place until revisions are completed. On apr/xe/99 the #1 communication radio of aircraft XXX was reported as inoperative. No spare radio of this model was in stock. I deferred the maintenance under MEL for a period of 10 days. I removed the radio and had it sent to an avionics shop for repairs. On apr/xf/99 (10 days later) the radio still had not been returned from the shop. I extended the required repair date for another 10 days in accordance with the provisions of the abc MEL manual. On apr/xl/99 the radio was received and installed in the aircraft. On apr/xy/99 I learned that there was no FAA approval for use of the air carrier MEL manual after the sale to xyz. Therefore the airplane was approved for service in error.

Title: A CESSNA T207A WAS DISPATCHED AND OPERATED IN NON COMPLIANCE WITH #1 COM RADIO REMOVED FOR REPAIR AND DEFERRED USING AN UNAUTH MEL.
Narrative: ON MAR/XA/98 THE SALE OF THE ZZZ, US, OP OF ABC ACR WAS COMPLETED. THE NEW OWNER OF THE OP IS XYZ. THE INFO PROVIDED THE DIRECTOR OF OP, THE DIRECTOR OF MAINT AND THE ZZZ MAINT SUPVR WAS THAT ALL MANUALS, FORMS PERSONNEL AND PROCS WOULD REMAIN IN PLACE UNTIL REVISIONS ARE COMPLETED. ON APR/XE/99 THE #1 COM RADIO OF ACFT XXX WAS RPTED AS INOP. NO SPARE RADIO OF THIS MODEL WAS IN STOCK. I DEFERRED THE MAINT UNDER MEL FOR A PERIOD OF 10 DAYS. I REMOVED THE RADIO AND HAD IT SENT TO AN AVIONICS SHOP FOR REPAIRS. ON APR/XF/99 (10 DAYS LATER) THE RADIO STILL HAD NOT BEEN RETURNED FROM THE SHOP. ON APR/XY/99 I LEARNED THAT THERE WAS NO FAA APPROVAL FOR USE OF THE ACR MEL MANUAL AFTER THE SALE TO XYZ. THEREFORE THE AIRPLANE WAS APPROVED FOR SVC IN ERROR.
