Narrative:
Received TCASII TA at FL330. ATC instructed us to turn left 30 degrees. Next received RA to descend. We followed TCASII command bars and observed F15 in trouble from left to right descending through our previous altitude. Later we called ZAB supervisor and he confirmed that the F15 declared emergency and had to descend from FL390 to lower altitude. TCASII worked normally and no one hurt. We descended to FL310 and after RA climbed back to FL330. Operations normal.
