Narrative:
On apr/xa/99 approximately XC00 hours, I was asked by fellow amt abc wvyy air carrier file #ywyw to assist him in inspecting the security of the engine fan cowls per air carrier southwest vzy. I accomplished this task and insured that the engine cowls were latched and secured. I gave abc wvvy my air carrier file number ywyw and I left the area to prepare for dispatch of another aircraft. In the future, I will remind my fellow co-worker to make sure that he enters both file numbers in computer and doublechk that the entry is made, when possible, before leaving the area. I feel a better computer system that would not allow this entry unless 2 file numbers are entered, would help prevent this simple human error from occurring to future amt's.

Title: AN AIRBUS 320 WAS DISPATCHED IN NON COMPLIANCE WITH INCOMPLETE TECHNICIAN SIGNOFF FOR WORK ACCOMPLISHED.
Narrative: ON APR/XA/99 APPROX XC00 HRS, I WAS ASKED BY FELLOW AMT ABC WVYY ACR FILE #YWYW TO ASSIST HIM IN INSPECTING THE SECURITY OF THE ENG FAN COWLS PER ACR SW VZY. I ACCOMPLISHED THIS TASK AND INSURED THAT THE ENG COWLS WERE LATCHED AND SECURED. I GAVE ABC WVVY MY ACR FILE NUMBER YWYW AND I LEFT THE AREA TO PREPARE FOR DISPATCH OF ANOTHER ACFT. IN THE FUTURE, I WILL REMIND MY FELLOW CO-WORKER TO MAKE SURE THAT HE ENTERS BOTH FILE NUMBERS IN COMPUTER AND DOUBLECHK THAT THE ENTRY IS MADE, WHEN POSSIBLE, BEFORE LEAVING THE AREA. I FEEL A BETTER COMPUTER SYS THAT WOULD NOT ALLOW THIS ENTRY UNLESS 2 FILE NUMBERS ARE ENTERED, WOULD HELP PREVENT THIS SIMPLE HUMAN ERROR FROM OCCURRING TO FUTURE AMT'S.
