Narrative:
On climb out of anc through FL395 we had a compressor stall and flamed out the right engine. We informed ATC that we needed a lower altitude because we were unable to maintain that altitude single engine. They could not give us lower due to traffic overtaking us from lower and behind. We informed them we had visual passage on the traffic and they told us they were unable lower altitude because of legal separation. After we had busted our assigned altitude, they then gave us vectors. When we got down to FL240 we restarted the right engine and climbed back to FL370. We then proceeded to the sitka airport for fuel. The engine ran fine and normal the remainder of the flight. The things we could have done to avoid this situation would have been either to ask for vectors for a lower altitude, or to declare an emergency.

Title: LTT ACFT HAS COMPRESSOR STALL FOLLOWED BY ENG FAILURE AT ALT.
Narrative: ON CLBOUT OF ANC THROUGH FL395 WE HAD A COMPRESSOR STALL AND FLAMED OUT THE R ENG. WE INFORMED ATC THAT WE NEEDED A LOWER ALT BECAUSE WE WERE UNABLE TO MAINTAIN THAT ALT SINGLE ENG. THEY COULD NOT GIVE US LOWER DUE TO TFC OVERTAKING US FROM LOWER AND BEHIND. WE INFORMED THEM WE HAD VISUAL PASSAGE ON THE TFC AND THEY TOLD US THEY WERE UNABLE LOWER ALT BECAUSE OF LEGAL SEPARATION. AFTER WE HAD BUSTED OUR ASSIGNED ALT, THEY THEN GAVE US VECTORS. WHEN WE GOT DOWN TO FL240 WE RESTARTED THE R ENG AND CLBED BACK TO FL370. WE THEN PROCEEDED TO THE SITKA ARPT FOR FUEL. THE ENG RAN FINE AND NORMAL THE REMAINDER OF THE FLT. THE THINGS WE COULD HAVE DONE TO AVOID THIS SIT WOULD HAVE BEEN EITHER TO ASK FOR VECTORS FOR A LOWER ALT, OR TO DECLARE AN EMER.
