Narrative:

Arrived VFR from the northwest and called 16 mi out. I was told to standby. Second call was made 13 mi out and again I was told to stand by. At that point, I descended to 1900 ft MSL and called 11 mi out. I was told to remain clear of the class C airspace. I proceeded sbound parallel to the field, 9 mi out and to the west. I was then called back by the cak ATC controller and instructed to squawk code XXXX. At that point I started to proceed to the field. The controller came back a few mins later and stated turn right, west 270 degrees and stated I violated class C airspace. Before I completed the turn she said contact the tower and I turned back towards the field. Again she stated I violated class C airspace. I was later told by the supervisor that I was not cleared into the class C airspace. The rule is to maintain 2-WAY communication. They should have said remain clear of class C airspace until cleared into or radar idented. This is a very gray area of procedure.

Title: A PVT INST RATED PLT FLYING A MOONEY INADVERTENTLY PENETRATED CLASS C AIRSPACE AT CAK WITHOUT PROPER AUTH.

Narrative: ARRIVED VFR FROM THE NW AND CALLED 16 MI OUT. I WAS TOLD TO STANDBY. SECOND CALL WAS MADE 13 MI OUT AND AGAIN I WAS TOLD TO STAND BY. AT THAT POINT, I DSNDED TO 1900 FT MSL AND CALLED 11 MI OUT. I WAS TOLD TO REMAIN CLR OF THE CLASS C AIRSPACE. I PROCEEDED SBOUND PARALLEL TO THE FIELD, 9 MI OUT AND TO THE W. I WAS THEN CALLED BACK BY THE CAK ATC CTLR AND INSTRUCTED TO SQUAWK CODE XXXX. AT THAT POINT I STARTED TO PROCEED TO THE FIELD. THE CTLR CAME BACK A FEW MINS LATER AND STATED TURN R, W 270 DEGS AND STATED I VIOLATED CLASS C AIRSPACE. BEFORE I COMPLETED THE TURN SHE SAID CONTACT THE TWR AND I TURNED BACK TOWARDS THE FIELD. AGAIN SHE STATED I VIOLATED CLASS C AIRSPACE. I WAS LATER TOLD BY THE SUPVR THAT I WAS NOT CLRED INTO THE CLASS C AIRSPACE. THE RULE IS TO MAINTAIN 2-WAY COM. THEY SHOULD HAVE SAID REMAIN CLR OF CLASS C AIRSPACE UNTIL CLRED INTO OR RADAR IDENTED. THIS IS A VERY GRAY AREA OF PROC.
