Narrative:
IFR flight from 9g7 to cdw. Picked up my IFR clearance in the air and was cleared cdw direct at 7000 ft. When tuning the harrisburg VOR it occurred to me that ZOB did not hand me off to ZNY. I called ZOB a number of times until I was finally told to stand by. When they called back, I asked why I was not handed over to ZNY. I was immediately handed over to harrisburg approach. Harrisburg informed me that I was in restr R5802 and that all activity had to be stopped. They also indicated that I had been called repeatedly. I am certain I was never called by ZOB until I called them still outside of R5802. There was no indication of an equipment problem in the aircraft. I think ZOB simply 'forgot' about me. I am still not certain what happened.

Title: PLT OF A MOONEY M20J INADVERTENTLY ENTERED A RESTR AREA DUE TO ARTCC CTLR NOT HANDING HIM OFF TO THE SUCCEEDING ARTCC.
Narrative: IFR FLT FROM 9G7 TO CDW. PICKED UP MY IFR CLRNC IN THE AIR AND WAS CLRED CDW DIRECT AT 7000 FT. WHEN TUNING THE HARRISBURG VOR IT OCCURRED TO ME THAT ZOB DID NOT HAND ME OFF TO ZNY. I CALLED ZOB A NUMBER OF TIMES UNTIL I WAS FINALLY TOLD TO STAND BY. WHEN THEY CALLED BACK, I ASKED WHY I WAS NOT HANDED OVER TO ZNY. I WAS IMMEDIATELY HANDED OVER TO HARRISBURG APCH. HARRISBURG INFORMED ME THAT I WAS IN RESTR R5802 AND THAT ALL ACTIVITY HAD TO BE STOPPED. THEY ALSO INDICATED THAT I HAD BEEN CALLED REPEATEDLY. I AM CERTAIN I WAS NEVER CALLED BY ZOB UNTIL I CALLED THEM STILL OUTSIDE OF R5802. THERE WAS NO INDICATION OF AN EQUIP PROB IN THE ACFT. I THINK ZOB SIMPLY 'FORGOT' ABOUT ME. I AM STILL NOT CERTAIN WHAT HAPPENED.
