Narrative:

Didn't get an amended release for an MEL that was added at the last min. (Got it as soon as we were airborne.) we were very busy and it was extremely hectic. When I looked at our maintenance book before pushback I saw we needed a new release (but got sidetracked). I thought about it again as we were getting ready to taxi (another distraction). The ground crew didn't disconnect the nose steering bypass (so we had no steering).

Title: AN MD83 WAS DISPATCHED IN NON COMPLIANCE WITH NO AMENDED RELEASE COVERING A DEFERRED MAINT ITEM.

Narrative: DIDN'T GET AN AMENDED RELEASE FOR AN MEL THAT WAS ADDED AT THE LAST MIN. (GOT IT AS SOON AS WE WERE AIRBORNE.) WE WERE VERY BUSY AND IT WAS EXTREMELY HECTIC. WHEN I LOOKED AT OUR MAINT BOOK BEFORE PUSHBACK I SAW WE NEEDED A NEW RELEASE (BUT GOT SIDETRACKED). I THOUGHT ABOUT IT AGAIN AS WE WERE GETTING READY TO TAXI (ANOTHER DISTR). THE GND CREW DIDN'T DISCONNECT THE NOSE STEERING BYPASS (SO WE HAD NO STEERING).
