Narrative:
This event occurred on may/xa/99. We were on an IFR flight plan. Upon arrival at the end of the runway of departure, we obtained an IFR flight plan (clearance). The field is an uncontrolled that normally requires a departure release from approach. Approximately 7 mins after the clearance was obtained, we had completed our pretkof checks and were ready for departure. Because we had spoken to approach a short time before, we had mistakenly believed we were released. We took off and upon contacting approach, a question had arisen if we were released. We stated that we believed we had been released and were given radar vectors to our destination airport. The remainder of the flight was uneventful. WX and other traffic were not a factor. In actuality, we had not been released. This event could have been prevented if the procedure for departing all uncontrolled airports was standard as follows: void times!

Title: BE1900 FAILS TO OBTAIN PROPER RELEASE PRIOR TO TKOF FROM UNCTLED ARPT.
Narrative: THIS EVENT OCCURRED ON MAY/XA/99. WE WERE ON AN IFR FLT PLAN. UPON ARR AT THE END OF THE RWY OF DEP, WE OBTAINED AN IFR FLT PLAN (CLRNC). THE FIELD IS AN UNCTLED THAT NORMALLY REQUIRES A DEP RELEASE FROM APCH. APPROX 7 MINS AFTER THE CLRNC WAS OBTAINED, WE HAD COMPLETED OUR PRETKOF CHKS AND WERE READY FOR DEP. BECAUSE WE HAD SPOKEN TO APCH A SHORT TIME BEFORE, WE HAD MISTAKENLY BELIEVED WE WERE RELEASED. WE TOOK OFF AND UPON CONTACTING APCH, A QUESTION HAD ARISEN IF WE WERE RELEASED. WE STATED THAT WE BELIEVED WE HAD BEEN RELEASED AND WERE GIVEN RADAR VECTORS TO OUR DEST ARPT. THE REMAINDER OF THE FLT WAS UNEVENTFUL. WX AND OTHER TFC WERE NOT A FACTOR. IN ACTUALITY, WE HAD NOT BEEN RELEASED. THIS EVENT COULD HAVE BEEN PREVENTED IF THE PROC FOR DEPARTING ALL UNCTLED ARPTS WAS STANDARD AS FOLLOWS: VOID TIMES!
