Narrative:

Location: mci approach. Upon switching to approach frequency to mci, approach controller asked if we were in a north turn yet. We queried approach as to what turn to the north did she mean as we did not see any turn in the notes on the approach plate into mci. I have flown numerous trips into mci this month and this is the only controller that has said anything about turning north on the approach. The note in the approach plate says to expect vectors for turbojets. Suggest that this approach plate be re-evaluated for the information it has on it before someone gets violated. Callback conversation with reporter revealed the following information: the reporter stated that during descent into mci, approach asked if they had started the turn to the north. The flight crew responded that they had not received a heading, at which time the controller firmly informed them that the heading was on the arrival chart. The reporter indicated that the exchange between the flight crew and approach controller became somewhat heated and were unsure if the controller intended to file a violation or not. The pilot felt the arrival page contains information that contradicts itself. After reviewing the arrs, it appears that the narrative and depicted information are consistent.

SUGGEST THAT THIS APCH PLATE BE RE-EVALUATED FOR THE INFO IT HAS ON IT BEFORE SOMEONE GETS VIOLATED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT DURING DSCNT INTO MCI, APCH ASKED IF THEY HAD STARTED THE TURN TO THE N. THE FLC RESPONDED THAT THEY HAD NOT RECEIVED A HDG, AT WHICH TIME THE CTLR FIRMLY INFORMED THEM THAT THE HDG WAS ON THE ARR CHART. THE RPTR INDICATED THAT THE EXCHANGE BTWN THE FLC AND APCH CTLR BECAME SOMEWHAT HEATED AND WERE UNSURE IF THE CTLR INTENDED TO FILE A VIOLATION OR NOT. THE PLT FELT THE ARR PAGE CONTAINS INFO THAT CONTRADICTS ITSELF. AFTER REVIEWING THE ARRS, IT APPEARS THAT THE NARRATIVE AND DEPICTED INFO ARE CONSISTENT.
