Narrative:
During visual approach to runway 27, tower (119.1) cleared our flight to land. Aircraft was slowed to allow for exit at taxiway east. I xferred control to captain. He rolled past taxiway east and stopped short of runway 4R/22L. The captain appeared to steer onto runway 4R. I told him a runway shouldn't be used as taxiway unless ATC cleared us for a turn onto that runway. He stopped short of runway 4R/22L and I inquired of tower whether runway 4R/22L was available. A second inquiry brought the first communication from tower I had heard since being in the air. We were cleared to exit at taxiway west, hold short of runway 4L, contact tower on 128.8. Once cleared across runway 4L and switched to ground on 121.9 we were asked to phone the tower. The captain spoke to the tower twice and told me the aircraft behind us went around which caused some confusion. My captain said the matter was resolved and no further action was required. I never spoke with the tower about this. ATIS land and hold short information may have contributed to this situation because it was clear the captain didn't want to taxi across runway 4R/22L while we were on runway 27 and we had not heard any instructions regarding clearing the runway until my second inquiry.

Narrative: DURING VISUAL APCH TO RWY 27, TWR (119.1) CLRED OUR FLT TO LAND. ACFT WAS SLOWED TO ALLOW FOR EXIT AT TXWY E. I XFERRED CTL TO CAPT. HE ROLLED PAST TXWY E AND STOPPED SHORT OF RWY 4R/22L. THE CAPT APPEARED TO STEER ONTO RWY 4R. I TOLD HIM A RWY SHOULDN'T BE USED AS TXWY UNLESS ATC CLRED US FOR A TURN ONTO THAT RWY. HE STOPPED SHORT OF RWY 4R/22L AND I INQUIRED OF TWR WHETHER RWY 4R/22L WAS AVAILABLE. A SECOND INQUIRY BROUGHT THE FIRST COM FROM TWR I HAD HEARD SINCE BEING IN THE AIR. WE WERE CLRED TO EXIT AT TXWY W, HOLD SHORT OF RWY 4L, CONTACT TWR ON 128.8. ONCE CLRED ACROSS RWY 4L AND SWITCHED TO GND ON 121.9 WE WERE ASKED TO PHONE THE TWR.
