Narrative:

On may/xa/99, a male passenger from tus to dfw exposed himself and masturbated in front of flight crew and other passenger. The passenger was directed to stop, but he would not comply. The passenger was arrested by fbi at dfw. Callback conversation with reporter revealed the following information: the reporter stated that he thought the man to be seriously, mentally ill, and that he agreed with the captain, that according to the manual, a passenger shouldn't be handcuffed by the flight crew, unless they are an immediate threat to the safety of the other passenger, or the flight. So the reporter covered the passenger with a blanket and tried to get him to remain in his seat. Unfortunately, the man went back to the lavatory, exposing himself while walking down the aisle and had to be ordered to zip himself up. The man was trying to flirt and touch and passenger sitting next to him, an off duty flight attendant. The flight was full, so there was nowhere to reseat the man. The reporter remained in contact with the arresting fbi agent and found out later that he had a nervous breakdown. Instead of putting him in a mental hospital, the base commander put him on the plane to go to his home. The man is still in a mental hospital today. The reporter blames the base commander for not sending him to the hospital, for putting him on commercial flight with no escort, and he also faults his airline, for boarding the passenger. There was no alcohol abuse involved.

Title: FLT ATTENDANT RPT, S80, TUS-DFW, PAX MASTURBATING IN PUBLIC, ARREST IN DFW BY FBI.

Narrative: ON MAY/XA/99, A MALE PAX FROM TUS TO DFW EXPOSED HIMSELF AND MASTURBATED IN FRONT OF FLC AND OTHER PAX. THE PAX WAS DIRECTED TO STOP, BUT HE WOULD NOT COMPLY. THE PAX WAS ARRESTED BY FBI AT DFW. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT HE THOUGHT THE MAN TO BE SERIOUSLY, MENTALLY ILL, AND THAT HE AGREED WITH THE CAPT, THAT ACCORDING TO THE MANUAL, A PAX SHOULDN'T BE HANDCUFFED BY THE FLC, UNLESS THEY ARE AN IMMEDIATE THREAT TO THE SAFETY OF THE OTHER PAX, OR THE FLT. SO THE RPTR COVERED THE PAX WITH A BLANKET AND TRIED TO GET HIM TO REMAIN IN HIS SEAT. UNFORTUNATELY, THE MAN WENT BACK TO THE LAVATORY, EXPOSING HIMSELF WHILE WALKING DOWN THE AISLE AND HAD TO BE ORDERED TO ZIP HIMSELF UP. THE MAN WAS TRYING TO FLIRT AND TOUCH AND PAX SITTING NEXT TO HIM, AN OFF DUTY FLT ATTENDANT. THE FLT WAS FULL, SO THERE WAS NOWHERE TO RESEAT THE MAN. THE RPTR REMAINED IN CONTACT WITH THE ARRESTING FBI AGENT AND FOUND OUT LATER THAT HE HAD A NERVOUS BREAKDOWN. INSTEAD OF PUTTING HIM IN A MENTAL HOSPITAL, THE BASE COMMANDER PUT HIM ON THE PLANE TO GO TO HIS HOME. THE MAN IS STILL IN A MENTAL HOSPITAL TODAY. THE RPTR BLAMES THE BASE COMMANDER FOR NOT SENDING HIM TO THE HOSPITAL, FOR PUTTING HIM ON COMMERCIAL FLT WITH NO ESCORT, AND HE ALSO FAULTS HIS AIRLINE, FOR BOARDING THE PAX. THERE WAS NO ALCOHOL ABUSE INVOLVED.
