Narrative:
Departed fxe, VFR, for maintenance test flight. Left engine failed on takeoff. Unable to climb. Followed I-95 north to pompano beach. I landed in a grass field with landing gear down. Nose gear collapsed in soft sand. Location is 3 mi northwest of fxe. The annual was not signed off and no ferry permit was obtained. Problem arose from improper fuel system purging due to aircraft sitting with no activity for 3 yrs. A contributing factor was improper verification of maintenance record status after recent annual. No discrepancies were noted on runup.

Title: PVT PLT FLT TESTING A C402B LOSES L ENG ON TKOF AND ATTRIBUTES THE ENG FAILURE TO AN IMPROPER PURGING OF THE FUEL SYS.
Narrative: DEPARTED FXE, VFR, FOR MAINT TEST FLT. L ENG FAILED ON TKOF. UNABLE TO CLB. FOLLOWED I-95 N TO POMPANO BEACH. I LANDED IN A GRASS FIELD WITH LNDG GEAR DOWN. NOSE GEAR COLLAPSED IN SOFT SAND. LOCATION IS 3 MI NW OF FXE. THE ANNUAL WAS NOT SIGNED OFF AND NO FERRY PERMIT WAS OBTAINED.
