Narrative:
Leading edge flap in transit light remained on with flaps selected to 1 degree. Performed abnormal checklist and declared a precautionary emergency with ATC. With additional flap extension, flap indication returned to normal and subsequently performed a normal flaps 30 degree landing. Found cause to be flap handle stuck just outside of detent. CRM was textbook. We took our time with great results. Callback conversation with reporter revealed the following information: reporter indicated it was very possible that the flap handle was not seated in the detent as the flaps operated normally thereafter. This flight crew was made up of pilots new to the aircraft and just out of training. The reporter stated, in retrospect, that perhaps the declaration of an emergency was an overreaction.

Title: LEADING EDGE FLAP IN TRANSIT LIGHT REMAINS ON IN FLAPS 1 DEG POS. EXTENSION TO FLAP POS GREATER THAN 1 OP WAS NORMAL.
Narrative: LEADING EDGE FLAP IN TRANSIT LIGHT REMAINED ON WITH FLAPS SELECTED TO 1 DEG. PERFORMED ABNORMAL CHKLIST AND DECLARED A PRECAUTIONARY EMER WITH ATC. WITH ADDITIONAL FLAP EXTENSION, FLAP INDICATION RETURNED TO NORMAL AND SUBSEQUENTLY PERFORMED A NORMAL FLAPS 30 DEG LNDG. FOUND CAUSE TO BE FLAP HANDLE STUCK JUST OUTSIDE OF DETENT. CRM WAS TEXTBOOK. WE TOOK OUR TIME WITH GREAT RESULTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED IT WAS VERY POSSIBLE THAT THE FLAP HANDLE WAS NOT SEATED IN THE DETENT AS THE FLAPS OPERATED NORMALLY THEREAFTER. THIS FLC WAS MADE UP OF PLTS NEW TO THE ACFT AND JUST OUT OF TRAINING. THE RPTR STATED, IN RETROSPECT, THAT PERHAPS THE DECLARATION OF AN EMER WAS AN OVERREACTION.
