Narrative:
While on a coupled ILS for runway 23L at cle in IMC, we responded to a TCASII RA. The TCASII showed an aircraft at our altitude and approximately a 1/2 mi, or closer, to us. We received a 'climb, climb' message and I subsequently disconnected the autoplt and flew an immediate correction maneuver. When we told ATC that we were responding to a TCASII RA, the controller replied that there was no traffic shown on his display in our vicinity. We called cle approach on the landline when we arrived at the gate. They said that they have had numerous complaints of false TCASII RA's in the vicinity of burke lakefront airport. Also, an aircraft behind us on the approach also had reported a TCASII RA event. Apparently, someone at an avionics facility at burke lakefront was testing equipment. I feel that this is the reason for the RA events.

Title: CARJ FLC EXECUTE EVASIVE TCASII CLB MANEUVER WHILE ON CLE ILS RWY 23L APCH. RA APPARENTLY CAUSED BY BURKE LAKEFRONT ARPT AVIONICS TESTING FACILITY. TWR ADVISES PLT THEY HAVE RECEIVED NUMEROUS COMPLAINTS.
Narrative: WHILE ON A COUPLED ILS FOR RWY 23L AT CLE IN IMC, WE RESPONDED TO A TCASII RA. THE TCASII SHOWED AN ACFT AT OUR ALT AND APPROX A 1/2 MI, OR CLOSER, TO US. WE RECEIVED A 'CLB, CLB' MESSAGE AND I SUBSEQUENTLY DISCONNECTED THE AUTOPLT AND FLEW AN IMMEDIATE CORRECTION MANEUVER. WHEN WE TOLD ATC THAT WE WERE RESPONDING TO A TCASII RA, THE CTLR REPLIED THAT THERE WAS NO TFC SHOWN ON HIS DISPLAY IN OUR VICINITY. WE CALLED CLE APCH ON THE LANDLINE WHEN WE ARRIVED AT THE GATE. THEY SAID THAT THEY HAVE HAD NUMEROUS COMPLAINTS OF FALSE TCASII RA'S IN THE VICINITY OF BURKE LAKEFRONT ARPT. ALSO, AN ACFT BEHIND US ON THE APCH ALSO HAD RPTED A TCASII RA EVENT. APPARENTLY, SOMEONE AT AN AVIONICS FACILITY AT BURKE LAKEFRONT WAS TESTING EQUIP. I FEEL THAT THIS IS THE REASON FOR THE RA EVENTS.
