Narrative:

A passenger had been sexually harassing women physically and verbally. He had been warned to remain in his seat and to stop accosting passenger. During an attempt to hand a beverage to a passenger, he grabbed my thigh with his hands and rubbed my leg (I was wearing slacks). I hit his shoulder and said 'stop!' he did not bother anyone after that. I believe he had a compulsive disorder. He could not control himself and seemed ashamed. When we were not around, he would continue to approach women and bother them. We had to move 2 women up to business class because it was full in the main cabin, and they were upset. Callback conversation with reporter revealed the following information: the reporter stated that the man spoke somewhat good english, with a united states passport, so he clearly understood the order to stop his behavior. She said that she thought he was compulsive, because every time he was warned about his behavior, he would cover his face and say 'I'm sorry, I'm sorry,' and then continue his behavior later on. She said he was drinking heavily, and the crew believed he was stealing the liquor miniatures, because his seat pocket was full of empty bottles. The captain called for auths, and the fbi arrested him on arrival at dfw.

Title: FLT ATTENDANT RPT, MD11, NRT-DFW, INTOXICATED, SEXUALLY AGGRESSIVE PAX ARRESTED BY FBI IN DFW.

Narrative: A PAX HAD BEEN SEXUALLY HARASSING WOMEN PHYSICALLY AND VERBALLY. HE HAD BEEN WARNED TO REMAIN IN HIS SEAT AND TO STOP ACCOSTING PAX. DURING AN ATTEMPT TO HAND A BEVERAGE TO A PAX, HE GRABBED MY THIGH WITH HIS HANDS AND RUBBED MY LEG (I WAS WEARING SLACKS). I HIT HIS SHOULDER AND SAID 'STOP!' HE DID NOT BOTHER ANYONE AFTER THAT. I BELIEVE HE HAD A COMPULSIVE DISORDER. HE COULD NOT CTL HIMSELF AND SEEMED ASHAMED. WHEN WE WERE NOT AROUND, HE WOULD CONTINUE TO APCH WOMEN AND BOTHER THEM. WE HAD TO MOVE 2 WOMEN UP TO BUSINESS CLASS BECAUSE IT WAS FULL IN THE MAIN CABIN, AND THEY WERE UPSET. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE MAN SPOKE SOMEWHAT GOOD ENGLISH, WITH A UNITED STATES PASSPORT, SO HE CLRLY UNDERSTOOD THE ORDER TO STOP HIS BEHAVIOR. SHE SAID THAT SHE THOUGHT HE WAS COMPULSIVE, BECAUSE EVERY TIME HE WAS WARNED ABOUT HIS BEHAVIOR, HE WOULD COVER HIS FACE AND SAY 'I'M SORRY, I'M SORRY,' AND THEN CONTINUE HIS BEHAVIOR LATER ON.
