Narrative:
I conducted a preflight inspection and observed an area on the right inboard flap which had aluminum aircraft tape and a small piece of clear plastic secured to the surface of the flap. Upon completion of the preflight, I was informed by the captain that the right inboard flap had been deferred by maintenance. Since the maintenance logbooks were complete, we departed to msy and returned uneventfully. Upon our return to mco, we were met by an FAA inspector who 'wanted to take a look' at the flap repair. Upon his inspection and a consultation with maintenance, it was determined that the aluminum tape and plastic should have been removed the night before when the maintenance had been performed. Subsequently, our next scheduled flight, also to msy, canceled and the aircraft was taxied to the maintenance hangar.

Title: RJ CL65 FLC OPERATES FLT WITH FLAP REPAIR THAT WAS IMPROPERLY PERFORMED.
Narrative: I CONDUCTED A PREFLT INSPECTION AND OBSERVED AN AREA ON THE R INBOARD FLAP WHICH HAD ALUMINUM ACFT TAPE AND A SMALL PIECE OF CLR PLASTIC SECURED TO THE SURFACE OF THE FLAP. UPON COMPLETION OF THE PREFLT, I WAS INFORMED BY THE CAPT THAT THE R INBOARD FLAP HAD BEEN DEFERRED BY MAINT. SINCE THE MAINT LOGBOOKS WERE COMPLETE, WE DEPARTED TO MSY AND RETURNED UNEVENTFULLY. UPON OUR RETURN TO MCO, WE WERE MET BY AN FAA INSPECTOR WHO 'WANTED TO TAKE A LOOK' AT THE FLAP REPAIR. UPON HIS INSPECTION AND A CONSULTATION WITH MAINT, IT WAS DETERMINED THAT THE ALUMINUM TAPE AND PLASTIC SHOULD HAVE BEEN REMOVED THE NIGHT BEFORE WHEN THE MAINT HAD BEEN PERFORMED. SUBSEQUENTLY, OUR NEXT SCHEDULED FLT, ALSO TO MSY, CANCELED AND THE ACFT WAS TAXIED TO THE MAINT HANGAR.
