Narrative:
We contacted clearance and there seemed to be no flight plan on file. The engines were running and consuming about 1000 pounds per hour of fuel. The ramp personnel wanted the aircraft to be repositioned for noise. We tried flight service at first (inside the airplane) but to no avail. Once the airplane was repositioned, we began filing the flight plan. At this point the ground controller became angry that we began taxiing. We advised that we were on the non movement area. We had also previously asked clearance if they could put in a flight plan for us, to which the controller replied 'I'm not your IFR flight planning service.' we finally got our clearance and departed. This could have been greatly simplified had ATC been more cooperative. We had done all our planning, including filing a flight plan, in the morning to get things going.

Title: CAPT OF AN AIR TAXI LTT JET TAXIED ON RAMP TO REDUCE ENG NOISE AT FBO UNTIL OBTAINING IFR CLRNC. TWR CTLR BELIEVED THAT THEY WERE TAXIING PRIOR TO TAXI CLRNC AND DID NOT HAVE PREVIOUSLY FILED FLT PLAN FOR CLRNC.
Narrative: WE CONTACTED CLRNC AND THERE SEEMED TO BE NO FLT PLAN ON FILE. THE ENGS WERE RUNNING AND CONSUMING ABOUT 1000 LBS PER HR OF FUEL. THE RAMP PERSONNEL WANTED THE ACFT TO BE REPOSITIONED FOR NOISE. WE TRIED FLT SVC AT FIRST (INSIDE THE AIRPLANE) BUT TO NO AVAIL. ONCE THE AIRPLANE WAS REPOSITIONED, WE BEGAN FILING THE FLT PLAN. AT THIS POINT THE GND CTLR BECAME ANGRY THAT WE BEGAN TAXIING. WE ADVISED THAT WE WERE ON THE NON MOVEMENT AREA. WE HAD ALSO PREVIOUSLY ASKED CLRNC IF THEY COULD PUT IN A FLT PLAN FOR US, TO WHICH THE CTLR REPLIED 'I'M NOT YOUR IFR FLT PLANNING SVC.' WE FINALLY GOT OUR CLRNC AND DEPARTED. THIS COULD HAVE BEEN GREATLY SIMPLIFIED HAD ATC BEEN MORE COOPERATIVE. WE HAD DONE ALL OUR PLANNING, INCLUDING FILING A FLT PLAN, IN THE MORNING TO GET THINGS GOING.
