Narrative:
Air carrier X was climbing off dtw for stl, air carrier Y was climbing off cmh for mdw. Each requested FL310, but due to traffic, air carrier X was stopped at FL280 and air carrier Y at FL270. I intended to descend air carrier Y to FL240, but instead issued FL310, causing a loss of separation. When I noticed air carrier Y at FL273, I descended him to FL240, but not before losing separation.
