Narrative:
The local 1 position has been operating intermittently for a period of about 1 month. Specifically, the receiver does not function on frequency 126.8 on this position. This forces the local 1 controller to work the position from another which in turn must be closed. No permanent fix has been accomplished. Callback conversation with reporter revealed the following information: reporter stated since the report was written, the problem has been fixed. Supplemental information from acn 439056: for the past 2 weeks our tower frequency has been intermittent. At times we are told it is fixed but it is not. We are working in a very dangerous situation with either partial readbacks or none at all. The atmosphere gets very confusing as we move to position when it becomes unbearable. At some of those position we are not able to use the landline for coordination. Someone will cross a runway in error. Our low altitude coordination position is useless because when in other position they cannot hear anything, increasing tower's workload and at times adding to it. This equipment has been doing this off and on for yrs. This is the absolute worst ever. We need to replace the radios.
Original NASA ASRS Text
Title: THE RPTR CLAIMS THAT THE LCL 1 POS IN SNA ATCT OPERATES INTERMITTENTLY ON 126 PT 8 AND HAS FOR A CONSIDERABLE PERIOD OF TIME.
Narrative: THE LCL 1 POS HAS BEEN OPERATING INTERMITTENTLY FOR A PERIOD OF ABOUT 1 MONTH. SPECIFICALLY, THE RECEIVER DOES NOT FUNCTION ON FREQ 126.8 ON THIS POS. THIS FORCES THE LCL 1 CTLR TO WORK THE POS FROM ANOTHER WHICH IN TURN MUST BE CLOSED. NO PERMANENT FIX HAS BEEN ACCOMPLISHED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED SINCE THE RPT WAS WRITTEN, THE PROB HAS BEEN FIXED. SUPPLEMENTAL INFO FROM ACN 439056: FOR THE PAST 2 WKS OUR TWR FREQ HAS BEEN INTERMITTENT. AT TIMES WE ARE TOLD IT IS FIXED BUT IT IS NOT. WE ARE WORKING IN A VERY DANGEROUS SIT WITH EITHER PARTIAL READBACKS OR NONE AT ALL. THE ATMOSPHERE GETS VERY CONFUSING AS WE MOVE TO POS WHEN IT BECOMES UNBEARABLE. AT SOME OF THOSE POS WE ARE NOT ABLE TO USE THE LANDLINE FOR COORD. SOMEONE WILL CROSS A RWY IN ERROR. OUR LOW ALT COORD POS IS USELESS BECAUSE WHEN IN OTHER POS THEY CANNOT HEAR ANYTHING, INCREASING TWR'S WORKLOAD AND AT TIMES ADDING TO IT. THIS EQUIP HAS BEEN DOING THIS OFF AND ON FOR YRS. THIS IS THE ABSOLUTE WORST EVER. WE NEED TO REPLACE THE RADIOS.
