Narrative:
I was flying aircraft giving IOE to new captain. We tried to verify the heading because we were very close to the field and would not be able to complete the approach from that position. The frequency was very congested and we were blocked from transmitting numerous times. I turned toward heading 180 degrees, but through approximately heading 140 degrees the controller told us to turn back to heading 070 degrees because we had 'turned late' and we wouldn't fit in. We turned back to 070 degree heading and followed other traffic to the airport. We were never in any traffic conflict although TA was issued from TCASII. Aircraft was in sight.

Title: A B737-400 FLC EXPERIENCED FREQ CONGESTION AND LOST THE ASSIGNED LNDG SEQUENCE. A TCASII TA WAS RECEIVED WHILE IN TFC PATTERN AT PIT.
Narrative: I WAS FLYING ACFT GIVING IOE TO NEW CAPT. WE TRIED TO VERIFY THE HDG BECAUSE WE WERE VERY CLOSE TO THE FIELD AND WOULD NOT BE ABLE TO COMPLETE THE APCH FROM THAT POS. THE FREQ WAS VERY CONGESTED AND WE WERE BLOCKED FROM XMITTING NUMEROUS TIMES. I TURNED TOWARD HDG 180 DEGS, BUT THROUGH APPROX HDG 140 DEGS THE CTLR TOLD US TO TURN BACK TO HDG 070 DEGS BECAUSE WE HAD 'TURNED LATE' AND WE WOULDN'T FIT IN. WE TURNED BACK TO 070 DEG HDG AND FOLLOWED OTHER TFC TO THE ARPT. WE WERE NEVER IN ANY TFC CONFLICT ALTHOUGH TA WAS ISSUED FROM TCASII. ACFT WAS IN SIGHT.
