Narrative:
Aircraft X was straight-in to runway 14 at srq. Aircraft Y was paralleling runway 14 final. Both aircraft at 2000 ft. I observed aircraft Y turn eastbound (presumably to avoid WX) creating a conflict with aircraft X. I issued a traffic alert to aircraft X but aircraft X did not respond. Aircraft X later told me that he was talking to tpa approach and srq tower at the same time. Aircraft X did take the turn from tpa approach. Aircraft X advised that TCASII did not activate. Aircraft X was an overflt and talking to tpa approach.

Title: SRQ CTLR ATTEMPTS TO ISSUE TFC ALERT TO AN INBOUND B727 DUE TO CONFLICTING TFC. THE B727, AT THE TIME, WAS STILL ON TPA APCH CTL FREQ.
Narrative: ACFT X WAS STRAIGHT-IN TO RWY 14 AT SRQ. ACFT Y WAS PARALLELING RWY 14 FINAL. BOTH ACFT AT 2000 FT. I OBSERVED ACFT Y TURN EBOUND (PRESUMABLY TO AVOID WX) CREATING A CONFLICT WITH ACFT X. I ISSUED A TFC ALERT TO ACFT X BUT ACFT X DID NOT RESPOND. ACFT X LATER TOLD ME THAT HE WAS TALKING TO TPA APCH AND SRQ TWR AT THE SAME TIME. ACFT X DID TAKE THE TURN FROM TPA APCH. ACFT X ADVISED THAT TCASII DID NOT ACTIVATE. ACFT X WAS AN OVERFLT AND TALKING TO TPA APCH.
