Narrative:
ATC facility: N90. Location: 20 mi northwest teb VOR. Received clearance to turn left and descend from 5000 ft to 4000 ft. At 4800 ft, noticed an aircraft on TCASII at 4000 ft heading our direction. Leveled at 4800 ft. Within moments, TCASII issued an alert on the aircraft. The aircraft was a B777, level at 4000 ft. We visually avoided the B777 and reconfirmed with ATC that we were in fact cleared to 4000 ft and the turn as well. ATC confirmed the clearance. Essentially we were turned head-on to the B777. The B777 later questioned ATC about us but we could not understand his communication. If possible, please advise the B777 captain of this event. We believe his flight number was XXX.
