Narrative:

On heading 090 degrees and 4000 ft MSL, atl approach questioned our heading to intercept runway 9R localizer at atl. PNF responded last heading assigned was 090 degrees. Never given clearance to intercept. Then was issued 120 degree vector to intercept and cleared for approach. Not given intercept clearance caused us to overshoot localizer and heavy radio traffic delayed our query.
