Narrative:

Pxt advised of aircraft at 11-12 O'clock position under control of ZDC. Target was a TCASII, 500 ft below, heading ssw. Aircraft made left turn to parallel our course, ending up at our 1 O'clock position approximately 5 mi out. TCASII showed 500 ft lower but appeared to be at same altitude. Pxt advised other aircraft had advised ZDC that he had us in sight. This was not possible since we were at his 6-7 O'clock position. Target aircraft began a left turn directly across our flight path. Captain took manual control and climbed as TCASII gave TA 'traffic' and RA 'climb.' pxt was advised of evasive maneuver and inaccuracy of target's transponder. As aircraft crossed under, we could clearly see missing/open cabin door, a jumper(?) looking out. We climbed to 13500 ft then descended back. There is no substitute for 'eyeballs out' scanning.

Title: AN ATR42 FLC RECEIVED A TCASII RA FROM A PARACHUTE JUMP ACFT NEAR PXT.

Narrative: PXT ADVISED OF ACFT AT 11-12 O'CLOCK POS UNDER CTL OF ZDC. TARGET WAS A TCASII, 500 FT BELOW, HDG SSW. ACFT MADE L TURN TO PARALLEL OUR COURSE, ENDING UP AT OUR 1 O'CLOCK POS APPROX 5 MI OUT. TCASII SHOWED 500 FT LOWER BUT APPEARED TO BE AT SAME ALT. PXT ADVISED OTHER ACFT HAD ADVISED ZDC THAT HE HAD US IN SIGHT. THIS WAS NOT POSSIBLE SINCE WE WERE AT HIS 6-7 O'CLOCK POS. TARGET ACFT BEGAN A L TURN DIRECTLY ACROSS OUR FLT PATH. CAPT TOOK MANUAL CTL AND CLBED AS TCASII GAVE TA 'TFC' AND RA 'CLB.' PXT WAS ADVISED OF EVASIVE MANEUVER AND INACCURACY OF TARGET'S XPONDER. AS ACFT CROSSED UNDER, WE COULD CLRLY SEE MISSING/OPEN CABIN DOOR, A JUMPER(?) LOOKING OUT. WE CLBED TO 13500 FT THEN DSNDED BACK. THERE IS NO SUBSTITUTE FOR 'EYEBALLS OUT' SCANNING.
