Narrative:
Upon switching to socal departure just after takeoff, I heard the controller talking to a T28 about B727 traffic. I assumed that he was talking about us. I checked in with him. I was the PNF and the first officer was busy flying the departure and cleaning up the confign. The controller, I think, cleared us to 6000 ft MSL instead of our original 7000 ft MSL clearance. He also told us about the T28 traffic at 1 O'clock. He did not tell us to expedite our climb. I thought I heard him tell the T28 to level off, that he would get the B727 above him. Then there was a blocked transmission by the T28. The controller seemed upset and told the T28 to stop talking. Then the controller said 'did you level off?' well, at that point our climb had been reduced as we retracted our flaps. I am not sure who the controller was talking to, the T28 or us. The T28 may have responded and got out some of the controller's transmission. Then the controller called us with 'traffic alert xx O'clock, and less than 1 mi. While he was talking, we got the T28 in sight. We slowed the rate of climb to avoid getting too close to the T28. The T28 then told ATC that he was just trying to say that he had us in sight. The T28, with all of his jabber, prevented ATC from giving proper instructions. ATC should have turned us rather than assume we would keep climbing so quickly, or told us explicitly to expedite our climb.

Title: CONGESTED RADIO FREQ AND MISSED XMISSION SET THE STAGE FOR CONFLICTS FOR B727 RPTR IN CARGO CONFIGN WITHOUT TCASII.
Narrative: UPON SWITCHING TO SOCAL DEP JUST AFTER TKOF, I HEARD THE CTLR TALKING TO A T28 ABOUT B727 TFC. I ASSUMED THAT HE WAS TALKING ABOUT US. I CHKED IN WITH HIM.
