Narrative:
Filed hln to bismark. Winds were better than forecasted. Decided to continue to fargo, sd. Over jamestown was reading lower than normal fuel in left tank. WX at jamestown 300 ft overcast 2 haze. Decided because of better ceiling and visibility to continue to fargo. Halfway to fargo from jamestown I declared critical fuel. I was handled correctly and given an ASR approach. I landed with near fumes in the left tank and 7 gals in the right tank. Estimated, I had 25 mins fuel remaining. While being vectored for ASR I was given an MDA of 1340 ft. I thought at that time I was given permission to descend. At 2150 ft I was told not to descend below 2500 ft and stand by for lower. I immediately returned to 2500 ft.
