Narrative:
Vectored for ILS runway 27 bos outside the marker, contacted tower was cleared to land. Short final light twin took runway 27, started to roll. No word from tower to go around. When over approach end approximately 200 ft AGL, it was clear aircraft on runway would not be airborne. PF initiated manual go around. First officer contacted tower, who at that time instructed the GA aircraft to climb 3000 ft, turn right 290 degrees. Complied with instruction. Too close to call the miss distance. Observers on ground said it was close. Finished missed approach, was vectored around short, a visual to runway 27. Landed, attempted to call tower. No controller available.
