Narrative:
Descent from 3000 ft MSL, while in contact with jvl tower, traffic appeared at 12 O'clock east bound at approximately same altitude. Executed 75 degree right bank and asked jvl if they were talking to anyone in our vicinity. They said a navajo had just departed eastbound. They then talked to the navajo and he replied 'I saw him.' seconds later, the twin comanche behind us reported him passing 200 ft overhead, eastbound. Twin comanche landed behind us, however, we did not talk to him further as he parked elsewhere on the airport. Navajo pilot probably did not really see us as they took no evasive action. I believe the tower thought he would be no factor to us, although the twin comanche had reported 10 mi east inbound, so they should have at least informed him.

Title: 2 INBOUND ACFT COMPLAIN OF AN NMAC WITH A DEP NAVAJO FROM JVL, WI. LCL CTLR HAD NOT OFFERED ANY TA'S.
Narrative: DSCNT FROM 3000 FT MSL, WHILE IN CONTACT WITH JVL TWR, TFC APPEARED AT 12 O'CLOCK E BOUND AT APPROX SAME ALT. EXECUTED 75 DEG R BANK AND ASKED JVL IF THEY WERE TALKING TO ANYONE IN OUR VICINITY. THEY SAID A NAVAJO HAD JUST DEPARTED EBOUND. THEY THEN TALKED TO THE NAVAJO AND HE REPLIED 'I SAW HIM.' SECONDS LATER, THE TWIN COMANCHE BEHIND US RPTED HIM PASSING 200 FT OVERHEAD, EBOUND. TWIN COMANCHE LANDED BEHIND US, HOWEVER, WE DID NOT TALK TO HIM FURTHER AS HE PARKED ELSEWHERE ON THE ARPT. NAVAJO PLT PROBABLY DID NOT REALLY SEE US AS THEY TOOK NO EVASIVE ACTION. I BELIEVE THE TWR THOUGHT HE WOULD BE NO FACTOR TO US, ALTHOUGH THE TWIN COMANCHE HAD RPTED 10 MI E INBOUND, SO THEY SHOULD HAVE AT LEAST INFORMED HIM.
